I hoped this had all gone away but no. Despite having stated that I was not the driver, I have received a letter from "Newlyn Debt Collection" telling me that "Civil Enforcemnt Ltd" have instructed them to recover the parking charge notice.
I am right in thinking that they cannot do this without a court order? Do I continue to ignore?

I have had two letters from Civil Enforcement Ltd. and one letter from Newlyn Debt Collection Ltd. (Which have been ignored)
This was for parking in Co-Op multi-story car park in Newport, Isle of Wight for about 25 minutes over the allowed 90 minutes.
They have not said anything about proof, pictures etc. How do they know I was actually parked for those 25 minutes? I could have been looking for a space. Also I notice on here people say it is a 'contract' between the enforcer and the driver. I might have driven into the car park and parked, which I believe is one 'contract' but how do they know that a second driver didn't go back, drive round the car park and decide to park again? Is that not a second contract? Is it upto them to prove me wrong rather than for me to prove myself right?
Both letters from Civil Enforcement were sent to my actual address as is expected. I ignored these letters having looked at these forums earlier this year. I moved out of that address recently and have not yet changed my address with DVLA, insurance etc. I have changed address at my bank to a 'care of' address. There is no other way I am linked with the 'care of' address whatsoever, but today received a letter from Newlyn at that address...
How would they get hold of this address without going through my bank? And is that even legal?
Also, part of the letter reads; We have been instructed by Civil Enforcement Ltd to recover the above Parking Charge Notice which remains outstanding. (There is no price anywhere on the letter.)
Do they expect me to phone them and pay whatever amount the divvie on the other end decides to charge?0 -

Just stop taking the PPC bullpoop seriously and IGNORE them completely from now-on.
If you check the forum sticky, you will probably find all the letters there already, so just count down to the end of the scam.0 -

We are seeing a lot of old cases being resurrected. I suspect they must be getting desperate for money and/or space in the "unpaid" filing cabinet drawer.The acquisition of wealth is no longer the driving force in my life.0 -
Well the original invoice had no validity so Newlyn asking for it to be paid carries even less.0

I think most debt collectors are finding it difficult now even with genuine debts, so are taking anything the can get their hands on.
Most people have woken up to their empty threats and realise the days of being doorstepped and banged up in debtors prison are well gone.0 -

The Newlyn letter was sent to my girlfriends address, where I do not live and am not registered to in any way other than 'care of' at the bank.
I'm not bothered that they will actually do anything like turn up on the doorstep as I would quite happily lay the nut on the cheeky b****rds.

No idea except to say that Newlyn also have a Bailiff arm and ways of tracking people down. What I am thinking though, is that when acting only as a 'debt collector' (as here) they may have overstepped the mark.
Unless they found you on Facebook or something else online?
If you haven't put that address anywhere in the public domain I would report them to the Office of Fair Trading and your local Trading Standards for using Bailiff 'powers' to locate you when there's been no Court Order. I don't think they can do that...and it costs you nowt to complain.
