My point was that if you pay for a service (postal delivery) then you should legally be entitled to receive that service, or a refund. Royal Mail do provide "free" insurance up to 100x stamps providing you have proof of postage and they refund your postage cost. USPS don't give a single penny back, not even the cost of postage even though they have failed to complete the task you paid them for.
and RM are already making roads to remove that
you simply cannot compare one postal service with another just bacause they both deliver mail.
when you(or your brother) chose a service that offers no tracking or cover,then thats the gamble you take

There is a customs tracking number, trackable by both USPS and Royal Mail, but no insurance because USPS do not sell insurance with first class international mail.

However UPS do offer insurable services as an addition to standard international mail

If it's an LT tracking number, then it's in no way a guarantee of tracking, dependent on USPS workers bothering to scan.
I've had many eBay sellers choose to send my items that way and it's pot luck as to whether it will track at all, or whether there is 25% tracking etc. My latest item had a decent amount of tracking, but even then about one facility depart showed up, and three facility arrived, so again not tracked fully.
You haven't mentioned, but I am assuming you've used the tracking number on usps.com, what does the status on there say?0 -

Not really the same because you could make a claim for £46 with the standard UK services.
This was my point, you can make at least a partial claim with Royal Mail
I did phone Parcel Force but they had nothing for me. I'll just chalk this up to experience, the one time he sent me something of any value, it had to get lost didn't it!0 -
Don't totally give up on getting it yet.
I know it's been a long time, but it may have been misplaced at a Royal mail or a customs depot, and it might still get delivered.
It could even be something such as the address label coming off and it might be in the process of getting returned to the USA (provided that your brother put a return address on the package.0
