    No, winter solstice is 22nd December this year. 04:48 to be precise.
    Yes, fools me every time. 3 years out of 4 it is the 21st but as we get closer to a leap year it slips into early hours of 22nd. But of course the actual difference in day length between 21st and 22nd will just be a few minutes.

    A year is actually 365.2422 days. Consequently there is not a leap year every 4 years.There is a leap year every year whose number is perfectly divisible by four - except for years which are both divisible by 100 and not divisible by 400. The second part of the rule effects century years. For example; the century years 1600 and 2000 are leap years, but the century years 1700, 1800, and 1900 are not. This means that three times out of every four hundred years there are eight years between leap years.
