Yes, fools me every time. 3 years out of 4 it is the 21st but as we get closer to a leap year it slips into early hours of 22nd. But of course the actual difference in day length between 21st and 22nd will just be a few minutes.

A year is actually 365.2422 days. Consequently there is not a leap year every 4 years.There is a leap year every year whose number is perfectly divisible by four - except for years which are both divisible by 100 and not divisible by 400.
