Even at 0.64 Os today, the generation does pretty well in covering the base load:

I am really surprised your bit of Herts gets such different output from ours - we got 2.5 Os yesterday and made pvgis for October.

Yes but we are in the middle of the Hertfordshire Rainforest. Lots of lovely trees facing us from the south and the blooming sun behind the lot of them. Plus 2 huge 'orrible really wide and dense Christmas tree type things in next doors garden. Plus a lovely coil of surplus cabelling stuffed and trying to hide in the guttering just poking its head out. Plus 3 inverters all leaning backwards on a makeshift board in the loft with their fans running almost constantly (hardly any ventilation for them with them leaning backwards). Plus the inverters are just behind an insulated internal chimney that gets warm when the kitchen stove is a light (like now).

    Need I say more? :rotfl:

Some relatives of ours managed to force their neighbours to reduce the height of some out of control leylandiis that were taking all the sunlight from their garden so I think there is a route to getting these issues sorted - I suspect that you would need to show it was making your house and garden unacceptably shaded rather than just htting your PV ouput though.
    I think....
