water meter for garden usage

I have just read in the March 2007 gardeners world magazine that you can have a second water meter fitted in the garden to monitor any water that is used to water the garden, (and therefore does not go down the mains) this is supposed to reduce your water rate charges because the water companies base the sewerage charges on the amount going through the normal water meter, as well as the rainwater, if you can prove that some is for watering the garden they will reduce the sewerage charge, I dont know how it works, I just read it, I hope it helps someone!
