My husband received a VCS parking ticket although he was not the driver at the time. He has sent your template letter informing them of this fact but they have replied saying that unless he informs them of the driver's name, they will continue to pursue him for the £120.
Can they do this?

There is no template letter for dealing with these guys - IGNORE is the only way!
VCS's particularly short and pathetic letter chain is in the forum sticky. Read that and be assured they will not take it any further.0 -

No they can not and Mr Renshaw-Smith owner of VCS and on the committee of the BPA should know better.
They can politely ask you if you wish to tell them, but you can politely ignore them as advised above.0 -

I had one from "PARKING EYE" during last Christmas.Had 3 letters, each with increasing penalty figure.I just kept quite and made no communication.
And in first week of Feb, I was flummoxed to receive a letter from them saying that they've dropped the charges and I don't have anything to pay:j

You can either ignore.
Or, if you prefer, write one more letter telling them that, since they have been informed that he was not the driver and therefore owes them nothing, any further letters making demands for money are unlawful harassment and will be actioned as such. Then collect them and issue a claim. That is what I did and I received substantial damages when the firm made the error of carrying on regardless...0 -
you have not recieved a ticket or fine,, merely an unenforceable invoice, just read the stickies,,so ignore everything you recieve on or behalf of these cowboys, no matter what they threaten,,ignore,,nothing can/will be done to you, relax.0
