Re council tax - yes, liability starts on the day you complete. However, if the house is unfurnished and unoccupied for the first week then you are likely to be able to claim a full discount for that period (assuming the previous owner didn't use it all up).
When I moved house (within the same council tax area), the council tax people sent me a form where I set out all the relevant dates:
11 March completion / purchase date,
16 March date of moving in to new place,
23 March date of moving out of the old place (the delay was to allow myself time to clean up before handing it back to the LL).
I had 0% cost on the new place from 11-16 March, 100% on the new place from 16 March, and 100% on the old place until 23 March.0 -

I was at the bottom of the chain in my purchase last week....I didn't get my keys till 16:00hrs and when I got to my new flat it was absolutely filthy. Also turned out they had their keys since about lunchtime!
It looked like they hadn't bothered to clean in the 3 months since accepting my offer!
Be prepared for things like that because it really knocked me! I cried....a lot lol
Looking back it seems silly to have cried but I had built it up so much in my head about how the removal men would put all my bits and bobs in their respective rooms and I could get unpacking, instead I spent the night disinfecting every surface.
A week on and I'm camping in my living room while I re-decorate my bedroom....but....the excitement has returned!

That's my worry that they wont care if they spill something or walk around with dirty shoes on the cream carpet. We are planning to get cleaners in to do a thorough clean from top to bottom - save me having to do it on my own :T
Does anyone have any advice regarding gas and elec - shall we wait and see how much the bills are before considering changing suppliers?0 -
have a bag/box with a kettle,tea,coffee,sugar, milk and spoons to
hand...you'll be glad of a brew in your new place.

Even if the sellers aren't particularly dirty, you should be prepared for marks on the walls where pictures once hung, and other marks which were previously covered by furniture.
As regards utilities, you'll be on a deemed contract with the existing suppliers - which will be their standard rate. So, either move onto a cheaper tariff with them immediately (check for tie-in period) or look to move to another supplier relatively quickly. You may not get an initial bill for several months or more.0 -

Oh no, that sounds awful! Especially as you didn't expect it at all. Glad to hear that the excitement has returned, and you are enjoying your new home.
I hope nothing like this will happen tomorrow. I am on good terms with the vendor, who is very nice, and I have been to the house several times since exchange. All seems in good order, so fingers crossed :-)0 -

:rotfl: No unpaid rent here, but harassment still possible since the letting agents are completely useless.
One of the best aspects of buying is that I won't have to deal with letting agents in the near future.0
