Registry Fix for DVD Driver Problem In Windows 7?

I have been given a Toshiba Satellite laptop where the DVD drive won't read or write-it doesn't show up in My Computer. It's running W7 64 bit. Device Manager gives an error code 39. I have tried reinstalling/updating the drivers, but with no success.
I have previously overcome this problem in Vista by manually deleting the Upper and Lower registry filters using RegEdit like this:

Does this fix also apply to W7, or is it Vista only?
If it is Vista only, can anyone point me to a fix for W7 please?

    Whatever you do it will not fixit if the drive is faulty !

    There's nothing to indicate any mechanical fault. The tray ejects, the light comes on...Device Manager indicates that the drivers won't install properly.

    I've had the same issue on a work laptop - a brand new HP laptop that (sadly) our business insists currently must use XP until W7 has been fully tested on our systems.... so my new HP laptop had XP loaded and I noticed the DVD not showing up and in device manager code 39 - so I did the reg fixes and still it won't work.

    I should say that if I delete the entry from device manager, rescan for new hardware then it finds the drive and it'll work until the PC is rebooted and back to code 39.

    I never found any suggested solutions worked and decided to not worry as I never use the DVD drive at work and if I did need to, I can recan in dev manager.... not very ideal and many others with XP, Vista and W7 seem to have this same DVD drive issue for some reason.

    Some suggestions are that some (Roxio?) DVD software may conflict so maybe try uninstalling any 3rd party burner software?

    Oh, I also found that once I rescanned for new hardware in device manager and got the drive working, upon rebooting, Windows does see the DVD drive in 'my computer' for about 15 seconds when still booting up then it vanishes and code 39 error appears in device manager..... so this suggest to me some sort of conflict once the registry and other startup's have finished loading upon bootup.

    It suggests that you use the troubleshooter.

    Have you tested the drive using a Live CD/USB drive?

    Full model number of machine?

    Some easy test (which you may have already done) to check the drive isn't actually dead - boot CD as suggested above, safe mode? (mine works in safe mode without issue) try the removing from Device Manager, rescan for hardware and see if it works as I mentioned earlier.

    Yes, have tried removing in Device Manager and doing a hardware changes rescan.
    Will do a manual registry edit of the filters later and report back. Thanks to all who have offered advice.
