I havent read all of this, but enough, just a thought if you dont get any joy with the dog warden, why dont you - catch the dog, take it to a dog rescue shelter (or maybe ask if they could help you catch it). They will look after it meanwhile. If the owner is at all interested in the dog, he will make enquiries to locate and collect it and have to pay for the privilege. Chances are, he wont bother. that way the dog will get looked after, assessed and rehomed if that is an option. If the dog seriously has a bad temper, at least he/she wont be roaming the streets, possibly causing car accidents and attacking other animals and people. If the dog was in the countryside, he would be shot now with lambing ongoing so although not the dog's fault, everyone has to be safe0

and also just another thought, try carrying a rape alarm or something maybe like a dog whistle, something loud, have it round your neck and that may help distract the dog. It is a shame, what a life he/she must have - for future reference, tea tree oil is cheap and brilliant for injuries like that, it tastes horrid but is natural antiseptic0
