O2 LT+ peak charges

I have an O2 leisure time contract from the CPW which has 1000 off peak minutes. I once made a long phone call at 18:59 just one minute before the off peak tarrif becomes effective and got charged £17 for the call. I know the O2 T&C does state that call charges are fixed at the time of the start of the call. Is this legal?
I have an off peak orange contract and there it actually works out the cost of each second of the call based on the tarrif and time. So a similar call on orange would have cost me only 1 minute of at peak rate and rest off peak.
Can someone please advise me; if I make a call at 6:59 and carry on into peak time on my O2 phone, am I using my off peak allowance or can they come back and bill me for the peak time usage?

So O2's method of billing works to your advantage when making a call just before the peak period starts but to your disadvantage when making a call just before the off-peak period starts.0
