Sounds like your wife doesn't want him to pay the back-rent. So if you try and pursue this you'll be fighting against both your wife and brother-in-law. Not worth it really, is it? Find opportunities for your brother-in-law to do some other jobs for you. You'll get the value back but avoid a family war.0

Go to a spiritualist church with your brother-in-laws name. After 7 days of hot prayers, he will come running to you with the money, without you having said a word.
Or, visit a voodoo man to cast a spell on himSECRET TO WINNING PRIZES:

You could ask for the money, but don't be surprised if you don't get it. Whatever happens, don't fall out with your brother-in-law, and for god's sake don't sue him for the money. Don't make the same mistake in future - best not to enter into a business arrangement with family members, or take the consequences.
Another option would be to divorce your wife and distance yourself from the whole family, so you can hang onto your money, but you may find this has other disadvantages.0
