Either 'Le Ballon' were already 1 year old when I bought them, or they only have a 2 year lifespan.

Hasn't the French law requiring disposable breathalysers been suspended?

Yes it has, the whole thing has been shelved, a bit similar to a lot of the
    ConDem stuff of dreams.

The fines have been delayed from starting until March 1st 2013, because the product is so difficult to find/buy.

We will have to wait until Jan/February to see if they push it back any further than that.

It is still a legal requirement now, but there is no punishment for not complying until March 1st 2013

As the fine is only €11 in theory anyway if you ever get stopped I would guess the MSE option may be to hold off buying until needed. We went in summer and didn't bother buying as fines were not to be in force until later in 2012 which as someone has correctly posted will be now at least 1/3/13.

Most likely it seems this will be scrapped as the company producing the breathalysers I believe is under review also as connected to some of the politicians involved at the time.
