The clue is in the address for payment, Bruce. If it's a council ticket that address will be Bolton Council. If that isn't the case then quit worrying about it!0

Nope, pointless. You don't have a PENALTY Charge with a Council logo do you? Makes no odds who owns the car park.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
