You need to put the hire company in the picture as the paperwork will go to them initially. You do not want them thinking this is a kosher ticket, paying it, and then charging you- usually with a convenient "admin fee" slapped on top. You need to make them aware that this is NOT a fine or penalty charge and CANNOT be enforced on them; and that it is not therefore covered in terms and conditions. You need to make them aware ( in writing) that if they choose to pay this despite your instructions then you will NOT reimburse them and will do a chargeback if they try taking it from your card. Refer them to this forum if you want, for confirmation.

Once you have got that message across, then at least you have closed that door. After that it is plain sailing.

Edit: OK, C-M, plain-ish! Lol. At least you will be in charge of your own destiny once you have removed the Hire Co. from the equation, Rachie.

Not quite plain sailing I think.

But this thread explains what you must do NOW:

    https://forums.moneysavingexpert.com/discussion/3764167

And this thread which includes links to BVRLA letters which the Hire Co could use if they want to see off the scam:

    https://forums.moneysavingexpert.com/discussion/3748269

But as give them FA says, your first priority is to spell out to the Hire Co that you will NOT be paying as it's a scam. I think there's a link in the above threads to a pepipoo 'Sixt car hire' thread where the poster used very good emails to explain why they should never have fallen for it and why he wasn't going to refund them for their stooopid mistake.

    You must write straight away.

You could also write to the PPC and try to get the letters sent to you instead, maybe just say the car hire place has sent it to you and you wish to know a bit more about the alleged 'contravention'...something very vague (do not sign it with your real signature and do not actually say you were the driver). Maybe they will then bombard you with the threatograms instead which makes things very easy.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
