Recieved complete trash item...dispute?

Hi.
I bought a dress from ebay, not too much, about £18 in total. Said was 'vintage' and shows a 'few small signs of wear'.
Recieved it yesterday, and its complete trash. It's got holes in the back of it, really uneven, appalling repairs made to the front of it along two seams, and is faded and almost ripped in places. It's completely unwearable, I'd be embarrassed to send this to someone to be honest! Tried contacting the seller (private...but sells an awful lot of different sized clothing, often new without tags...) and had no reply.
Do I open a dispute now? Never had to do this before, never had a problem on eBay before and I've been on there for years
EDIT UPDATE: Okay so she didn't bother replying to emails so in the end I had to open a dispute. Funnily enough she then decided to email back!! Was really really snotty about it all but in the end (on the dispute) said send it back for refund.
Sent it. On weds, item had a signature and said delivered so I put my tracking no in and expected a refund.
She didn't give it.
Check the tracking today and it says it's being returned to sender. !!!!!!?? Why? I don't want this trashy item and I want my money back! Don't see why I should have to pay again to send it back! They're getting negged definitely, but for now, what should I do??

If you only recieved the dress yesterday then you havent really given the seller a lot of time to get back to you - Not everyone chcks their eBay daily. I would wait until Monday before opening a dispute
Also - With second hand clothes I would always expect slight colour fade (After all - They have been washed!) and some slight out of shapeness (not major though unless it was stated!)

Give the seller some time to reply. A weekend isn't really the best time to catch some sellers. You have 45 days to open a dispute, so there is no rush. Btw, I wouldn't go in all guns blazing either. Perhaps something along the lines of....Dear Seller,
Thank you so much for the prompt delivery, the item arrived xxxxxx. I was a little shocked to see there were holes in the back and what looks like a repair to ......xxxx..... I can send some photos if that will help explain.

But it really depends on quite how you worded your email already.
If your seller wishes, then you will have to send it back tracked at your expense. So far better to keep friendly and try and get them to write it off or agree a refund of returns post.0 -
Okay thanks, will wait until monday. My email was really polite considering the state of the dress, just mentioned I was disappointed with the quality and that it was sadly unwearable.0

Open a dispute, ebay gives a timeline as to when you can and will be in your favour hopefully. I have been successful, once with a t-shirt with a hole in it and once with a hoodie which had faded marks all over it (on both occasions I did not have to return the item).0

Phone whoever you opened the dispute with & tell them that it said it was delivered. You should get your refund.0

As hermum says, you need to telephone whoever you opened the dispute with, not live chat, you must phone.0

Okay so i called ebay and they gave me a refund. They didn't say what to do with the dress if I get it back again though

It sounds like you have a 'no fault refund'. Which means the dress is yours to dispose of.
If you sell on eBay, ensure you block the seller so she cannot bid on your items. Well done.0 -
If the seller returned it to sender, it only has to show as attempted delivery to receive a refund from Paypal/eBay, as has happened. Seller will have lost out by trying to cheat the system and return it to sender, so the refund will not necessarily have been a no-fault refund (and tbh I hope it isn't - I hope eBay isn't footing the bill for this disgraceful behaviour from someone who has charged all that for something that sounds like it should be in the rag-bag).
