Relative from overseas / Cheap Sim

Hi,

A relative is over from Norway for a couple of weeks, and has brought his mobile phone along.

What's the cheapest way for him to call/text whilst over here?

Can I get a SIM only PAYG from an O2/ vodafone or Tesco and he can use this for the duration of his stay?
Is this the best way?

You can easily find free sims online. The first link below is an offer from orange which appeared in my inbox this morning and includes 1000 free texts if you top up. The second link is an offer for free o2 sims (you can get up to four). The o2 online sims are quite good value because if you top up by a certain amount you get some free minutes or texts on top of the credit.
I assume that you need this for calls within the uk. International calls from a pay as you go mobile tend to be pricey unless you go for something like a Mobile World sim which isn't too bad as these things go.
