Two weeks ago I was asked by a friend to pick up a jetting machine from a local plumbers merchant in Enfield. I parked my estate car on a loading bay next to the shop . As I parked up, there was a camera car opposite. I went to collect the jetter but it had not arrived and was told to come back later. I picked up some other parts whilst there and left. Now I have received a ticket which states not designated for my type of vehicle. I have appealed the said ticket as my vehicle is insured for business. What is really getting to me, is why are we the Motorists being penalised daily and used as a money making machine for this and all Governments before?
Has anyone, won an appeal of this type. Thanks

It would help to know if its a private ticket or a council one. If council, there is an exemption (usually) for picking up large, pre-ordered items.

Assuming it's a private company that's enforcing it's safe to file in the bin. Go to https://www.pepipoo.com and they'll check for you.

However, if you want to avoid problems in the future, loading bays are generally for the business to load and unload stock, not for customer parking.

Enfield Council, sorry, forgot. The point being is that I was going to pick up a heavy load, so I cannot see how I was ticketed but then again if the council ticket everyone, some will pay?

What is the times observed from and ticket issued and what is the offence code.
And can you get a picture of the bay and the sign or can it be seen on google earth or maps
    Thanks:

Yep, start a new thread with a pic of both sides of the PCN on pepipoo here:

They can help most people win who were genuinely parked for the purpose of loading.

CEOs will issue a ticket if they see no sign of loading activity (i.e. they see a parked and unattended car/van) but you can appeal this if you can show evidence (a note from the shop, or printout of the order?) that you were there to collect a pre-ordered item. Do not mention that you then 'shopped' for other non ordered bits! State how long you were there for, if just 5 mins that will help your case. Do not be fooled into thinking you have to be with the car/van all the time (not possible if you are a sole driver).

It would be interesting to know what the contravention code & description was and the observation time (should be a few minutes). Sometimes they kid you that the vehicle has to be of a certain class - but this is appealable and only applies if the signs and the Traffic Order define this and if the PCN code is correct and nothing else is wrong with the lines, signs or PCN. Even then, YES, people can and do win on appeal if it's a vehicle used for business purposes. A good example found by Googling is the 'Jane Packer Flowers appeal' where a business delivering flowers from a normal car won on appeal at adjudication.

Don't be surprised if your first appeal gets rejected, because that's what Councils do! Pepipoo will help you to hopefully win in the end - as most people do if they appeal further and to adjudication if need be.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Did your friend give you an invoice or a receipt or some other documentation, for you to give to the plumbers merchant when you were supposed to pick up the jetter? That could be used as evidence. Also the receipts for the other parts you picked up.

Contravention, 23L Parked in a parking place or area not designated for that type of vehicle. It also only shows one time.I will have to go back there and take a photo of the sign and look for the receipt from the plumbers, thanks all.

If it only has one time I think it is non enforceable, it has to have two times, a time the vehicle was observed and the time the ticket was served, this is a traffic management act 2004 ticket ?

What we really need to know is what does the sign say, "goods vehicles loading only" or loading only, both can be challenged but getting it right depends on the sign, the fact that the ticket only has one time will mean they can not say they observed no loading, it will be down to the sign and wether the contravention occurred.
