Suppose dowsing the fire in the hearth with sand may be better by cutting off the oxygen supply.

No, simply putting sand onto the fire will not starve a chimney fire of oxygen, small amounts of water as you say will create steam thus starving the chimney fire and putting the hearth fire out. I say if you have one use a garden sprayer.
