Test the hardware by booting up with a Live CD, such as Ubuntu. You can run it via USB drive or external optical drive. Use the 'Try it' option and it won't write any data to your hard drive, but only execute within the onboard RAM.
This will allow you to check that there is no problem with the RAM installed and in addition read whatever is on the hard drive, so you can transfer/save any important data in the case of a reinstall being needed. Also a good time to check that your USB ports are working properly.
Next step is to use a Windows XP Home disc to run chkdsk(to check for problems with the hard drive) and if necessary fix the Boot Record, perform a Repair Install or simply to perform a full clean install.
You can also use the opportunity to upgrade to Windows 7.0
