    Speak to the Practice Manager, they can decide on a case by case basis whether to register someone who has a lot of ID but not all the docs on the practice registration form.

    I did ask them if documents I had on me were sufficient and receptionist said no I need a bill. So please ask first before making YOUR SILLY assumptions

    Drop the attitude. That won't be helping if its as strong as it comes across here. I know its annoying when you hit these barriers but getting angry and irate at them.

    Speak to the council and ask them to write a letter confirming that you are registered as living at that address. See if they will accept that as a alternative 'council tax bill'.

    If that doesn't work complain to the PCT - they DO have the power to slap the surgery for being awkward.

    What you haven't explained is why you can't take a Council Tax bill, it may not be in your name but it would tie in the address on your other documentation with something that satisfies their requirements.
