no it bloody well does not. It publishes exactly what the 'company' tells them which can only serve to mislead victims.

They could have easily checked it with the Network or Payforit.

No different from any other 'regulator' - the vendor fills in a form and submits it - it might trap glaring errors, but only when someone complains will they take it further, then they can add additional amounts if a fine is called for. You don't surely expect them to get binding statements of intent from firms operating these services? Since they only get paid when they fine someone, its in their interest to operate the scheme in this manner!
