Hey

I was issued a 'parking contravention charge notice' from National Car Parks Ltd at a railway station, I was wondering whether these slips are enforceable or should it just go straight in the bin?? I've been looking online and some say you need to pay if its council (not sure if NCP is?) and others say just ignore all their letters etc?

I know I'm in the wrong as I forgot to display my ticket, but the £50 fine seems totally unreasonable!

I'm a bit worried that if I ignore I might be taken to court or something! Has anyone been taken by NCP to court before??

  • If it's a Council ticket the address for payment should be a council office and you best pay! But if it's one of NCP's own, they are a private company and as ever the advice is ignore. To take you to court (VERY unlikely indeed) they would in any case have to be able to prove who was driving, and I won't tell them if you don't. Yes the "fine" is totally disproportionate which is why they can't recover it.

    Well if NCP are not acting for a council and is in fact a private parking invoice, you just ignore them and their agents.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
  • Well theres 3 ways to pay, online at ncp.co.uk, telephone and by post to national car parks ltd, notice progressing, PO BOX blah blah, Northampton. Does that sound like a council office address?? Unsure how these things work lol :( Northampton isn't really that close to me if that helps.

    Its just the fact that I thought railway stations and parking were council owned but I'm just confused whether they are or not?!
  • Nope, that's a private ticket all right. Most railway station car parks are "private". So, ignore the scammers' crap.

    A 'parking contravention charge notice' is ignorable trash. Definitely.

    Just read the top sticky thread to see the letter-chain that NCP use, ignore these letters and it will be over. It is a scam even though NCP are a large company you will have heard of, they are still a private company and don't act for Councils any more, not under the NCP name.

    The only train station parking tickets that you would need to appeal or pay would be any issued directly by the Train Operating Company and with the word 'penalty' on them. Northern Rail are known to issue proper ones in some car parks they own.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Ok thanks guys, its now been 2 weeks since the offence took place so I will keep you updated on the letters I receive!

    As the car park involved was at a railway station it is conceivable that it is covered by the Railway bye-laws. In these circumstances, the fact that NCP are involved should not be viewed as the basis for automatically assuming that the ticket is a simple private parking invoice. As a final check, Giggsy, have a read through the documentation to see if there is any mention whatsoever of Bye-law 14 - it may be hidden away in the small print.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I've looked on the ticket and there is no mention of any bye-laws.

    I also did a quick search (can't post links on this forum yet, grr!) Just type into Google 'are ncp covered by railway bye-laws' and click the first link (Pepipoo). This person DID have that on their slip, and yet people are still telling them that it wouldn't matter anyway?

    I'm reasonably happy that NCP don't do prosecutions in any event but leaving a reference in a ticket does give them the option although this expires after 6 months (a summons must be applied for - though not necessarily served - within 6 calendar months of the alleged offence).

    I recall recently seeing a set of T's & C's published by NCP which appeared to apply to all of their railway car parks. This document appeared to suggest that they applied the law of contract and not the bye-laws - I also seem to remember a fairly unique interpretation of the law of agency.
