A daft question about broadband and phone line

Question a friend asked me. They have a phone line which they don't use and which has been disconnected. They insist this phone line is owned by BT and that for them to get broadband only they also need to pay BT for the phone line rental.
Is this right?

Yes. There needs to be a working phone line (with dial tone) before BB is provided. THis means a line rental and call package, plus the BB service.0

Line rental has to be paid to someone, it doesn't have to be BT.No free lunch, and no free laptop
