OSPS - Can someone confirm cashback dates for me

I was just about to send my first claim off to OSPS for the following cashback details, but after checking with their Customer Service, I've been advised to hold off for another week.
Can anyone who'd familiar with the process confirm whether this would be correct :
Cashback bill cycle is 4/8/12 months
Purchased: 24/10/06
Bill 1 : 14/11/06
Bill 2 : 18/12/06
Bill 3 : 12/01/07
Bill 4 : 14/02/07 > Now being sent in
According to the customer service rep, I need to send in Bill 4 AFTER 4 months from the connection date (of 24/10/06), so if I send it now (ie. before 24/02/07), it will be rejected. He advised me to wait until 24/02/07 and then send it in within 30 days.
I was under the impression I needed to send the 4th Bill within the 4 month period, ie. before 24/02/07. Also, the numbering on the bills (by CPW/O2 billing) bears no relationship to the bills sequence (the invoices show go 1, 3,3,5 per the dates shown above) - the customer service rep told me to ignore that and go with the 4th physical bill being February. To make things more confusing, the suggested timetable on the e2save site suggests I should have sent the January bill in for an October purchase (I bought a similar contract on the same day, with the same cashback terms with them as well).
I can't check it on the OSPS cashback calculator because it doesn't recognise either my phone number or my transaction number!

Im in the same position to you having purchased my phone on the 17th october via osps and after much asking and advice from here i will be sending in my february bill which gets printed today and then sent out as the wording on osps site is 4th paid bill and i can claim 17 feb - 17 march so i would presume your claim will be 24 feb till 24 march.The more i save the more i can spend:rotfl: :rotfl: :rotfl:0

I dont see any numbering on any of the bills, im with orange, it just shows the date or is there somewhere else i should be looking?The more i save the more i can spend:rotfl: :rotfl: :rotfl:0
