Clueless about mobiles: any answers?

My family has finally lost patience with me not having a mobile (I lost my last one, a PAYG, in November) as I got stuck on the m'way with my kids and no-one knew where I was. I have been ordered to finally have to get a phone and use it!
I tried to read Martin's best buy article but couldn't understand it at all, so could anyone help with some v basic questions?
1. We're moving to Devon soon, how do I find out which is the best network for coverage round there?
2. I hardly ever use the phone, but am going back to work in approx 6 months so may use it q. a bit more: do contracts allow you to change minutes easily, or should I stick to PAYG (my OH's argument is if I pay something every month I will actually use it)
3. OH travels abroad a lot. If he calls me or texts me on his mobile, do I get charged extra as he's abroad, if so, what sort of contract do I need?
4. Is there anywhere (e.g. websites etc.) which can help me find the best mobile which doesn't require any prior knowledge/ explains things for technophobes?
