Virgin Media and Flats

This is a bit of a strange query, however, we're currently looking into the possibility of buying a flat and have seen one we have been interested in. Although not a deal breaker in any sense, I've checked the postcode of the flat on Virgin Media to see availability and prices.
The flat is in a block of 8, over 4 floors. According to Virgin Media's postcode checker, the flats on floors 1-2 can have their whole package (TV/Broadband/Phone), however, flats on floors 3-4 (where ours would be if purchased) can only have access to broadband as it's "not in a fibre optic" area.
I've never lived in a flat before and wondered if this is normal? I'm assuming it's to do with the height of the flats? Seems strange that 4 out of the 8 are in a fibre optic area and the other 4 aren't. Personal preference really but my curiousity is getting to me!

More likely an error on the system if the block was built on land that was previously old houses or it was previously only 4 flats & now converted into 4.
Most flats on new builds are pre-wired either internally with their own internal DP (Distribution Point) or external pre wired,connected to a external DP.
And it's only Fibre up to the main street exchange,that can be up yo 1/2 a mile away,after that it's all copper up to the DP & homes.If your home isn't listed,they need to add it to the address data base,it's a common error if the address isn't updated.0 -
It will be because they need permission from the flats below to use there garden to provide you with service0

Why not just ask the vendors if the flat is wired for VM?No free lunch, and no free laptop
