pay fee for balance transfer - why bother?

Possibly a question with an obvious answer but i'll ask anyway...
Is it possible to pay off the debt of one credit card with another, but not as a 'balance transfer', just as a payment? Is there a fee for this? If not what's the point in paying for a balance transfer?
I'm currently holding some barclays debt in a savings account. The 0% period ends soon and i'll need to shift it to another 0% card. A balance transfer costs approx 3% of the transferred amount. Is it not possible for me to get another 0% card, ring barclays and simply make a payment to on it.
I know balance transfers tend to offer a slightly longer term 0% period than a new 0% card, but is it worth paying the fee.
I guess I probably haven't read the small print.
