Maybe a previous customer bought "more than their fair share" with the offer, leaving none for the others?
But, as I'm simply another customer, that shouldn't be my concern should it? That's something the management need to address - either they get enough in or they limit the number. I think Safeway used to do this. (I'm quoting a lot of Safeway today, excuse me.)

While it's annoying if something you want is out of stock, all it means is that other people bought the items before you did. If there was an infinite supply, the goods would be free.

You wouldn't be cross if you got the final ones, you'd be glad, and I'm sure you wouldn't feel any remorse for the next person who came in and found nothing left. It's just one of those things.

it was probably one of these people who wait for things to go on BOGOF and then swoop in to grap loads for themselves to stick in their freezer, leaving none left for anyone else :p
