Faulty boiler?

Ever since moving into my flat in October i have had nothing but trouble with the boiler. I rent the flat and its managed by an estate agent. I must have called them over a dozen times now and when they arrive they say nothing is wrong with it. Most people i know with gas boilers theirs comes on and goes off all day, keeping the radiators nice and hot, but mine does that for a little while until radiators get hot then it dosnt come back on after that and then the radiators go cold and i'm left freezing. Its an ideal classic. So is it meant to do that? Its getting to the point where the estate agent thinks i'm nuts, i'm saying it dosnt work and the plumber says it is!! Apart from someone spending all day with me no one seems to believe me

How is it controlled? TRV's, room 'stat, timer, programmer?
If it's off at the timer or programmer, then no amount of turning the room 'stat or TRV's up will switch it on.
Subject to that, the stat could be sticking or faulty? Should be simple enough for the RGI to check that.

Check there is water in the feed and expansion tank, if it has one, or that the system pressure is about 1.5 bar cold.
Check pump as well.
Possibly the boiler going to overheat and then having to wait for it to cool before it comes back on. If it is a newish Classic then the overheat is electronic.
If an old one then forget the overheat as this will be a manual reset button on the right hand side.0
