Borough Council penny pinching

A friend of mine has just moved into a local authority property, house is lovely small and ideal for them. Once she had signed the contract she obviously was handed the keys and went straight round to the property to measure up for the usual cappets and curtains. I went with her and noticed that she did not have a bin she telephoned the council who said ' it is the landlords responsibility to provide a bin before tenent given keys' the landlords response 'ring Middlesbrough council they deal with refuse collections' when i told them what the council said they then said ring them to sort it out.
I & my mate have been banging our heads against a brick wall, the council say pay £25 or get Erimus to pay ha ha ha, Erimus say ring the council it up to them. With all of the extra expense of moving and the stress involved i would have thought that something that was obviously stolen prior to my friend moving in should not be their responsibility to replace. I could understand it if they 'lost a bin regularly' but this is the first property they have taken. Any advise or tips to help them out will be greatly appreciated.

Who's Erimus? Does she work for the refuse dept or the housing dept?
Either way, I'd just pay her the £25 and get yourself a bin.0 -
Take the tenancy agreement into the office and ask them to supply a bin as there wasn't one when she moved in. If they are argumentative then ask for a complaints form and complain. Also ask for the contact details of her local councillor(s) and ask him/her/them to look into this matter.0

Usually when bins are introduced the council gives everyone a bin. When people move house they are supposed to leave the bin for the next occupant of the property, but usually people don't think of this and take it with them. You'll need to buy a bin, and if it's stolen, you will need to pay to replace it. (I've had both scenarios happen unfortunately!)

why not just go to a local shop and buy a bin , sorry if that sounds harsh, just think maybe there are a lot of worse things you could have.

Get crime number from police.
Ring counil get free bin.
Or ask for bin in writing .. When they say no buy bin and the it when you move.0 -
I was given a wheelie bin when I bought my current house, I reported to the council that previous owners had taken the general waste bin with them. Being the council they gave me both a general and recycling waste bin, so I now have two recycling bins.
The second recycling bin makes a great composter.
If you have to pay for it it then take it with you when you move.0 -

Sorry i beg to differ Erimus IS the local authority the 'old council' houses. They took over in this town about 10 years ago ish0 -

I didn't have to pay for my wheelie bin when it got nicked (Derby) - didn't even need a crime number - just rang 'em reported it and they had one out on the round next couple of days when they were heading around my direction. Guess it depends on the council though.
Quite why they nicked my bin full of rubbish (apart from the possibilities of identity theft which I'm doubtful of) remains beyond me to this day.Little miracle born April 2012, 33 weeks gestation and a little toughie!0
