your right they could be but dose this site have pop ups? The only way I can stop them is by setting the pop up blocker onto high, but that can become annoying because I have to press Ctrl to open up a direct link in another page.

its a Mortgage application pop up on this site.

I've not seen any pop-ups when visiting MSE.

That base IP address, is "Search the web!", looking at the help page it makes several references to lop.com a known spyware site. They provide uninstallers for the Lop toolbar (http://lop.com/toolbar_uninstall.exe) and their other software applications (http://lop.com/new_uninstall.exe) - whatever they may be.

If you have really tried all the above soultions it sounds like you have spyware that is re-installing from a system restore point. So:

1. Disable System Restore
2. Run your anti-spyware program(s)
3. Re-enable System Restore
4. Disable Messenger as mentioned by Amit_1
5. Re-boot and see what happens

This will ensure that your anti-spyware programs can delete spyware from Restore Points.
