There was a thread on Seller Central recently where a seller appealed on the basis that the box was empty and got the refund reversed, you need to put in an official appeal with eBay, not sure exactly how you do this but more info here:

    http://pages.ebay.co.uk/help/seller-protection-faq.html#Can%20I%20appeal%20an%20eBay%20Buyer%20Protection%20decision?

When i contacted ebay and asked them about getting the refund reversed they stated that the case was found in the buyers favor and the buyer has done exactly as instructed. As far as they are concerned the buyer is no longer an issue. Nevertheless ive filed an appeal and ive now got to fill in an affidavit for an empty box.

Unfortunately there is the odd scammer on Ebay but they tend to pick their targets - new sellers for instance and those that do seem to understand Ebay rules. I feel that putting "no returns" on your listing, when it is unenforceable, was perhaps a mistake. If you ever try selling on Ebay again I would definitely not put that

Ive just checked the postage receipt that i have when i sent the item - the weight on the receipt is shown as 0.359kg (359g)

Ive just weighed the return package and this is shown as 197g - significantly lighter.......

I asked royal mail whether they could tell me the shipment weight based on the tracking info and they said the only way to find this out would be to ask the sender - not something the buyer is going to do!!!!!

Contact the other sellers he's had a problem with & see if this is the sort of stunt he pulls often.
Maybe if you can flag it up to ebay you'll stand a better chance.
If no luck with ebay, adding your weight to others may make court action easier.
I hope that you get this resolved.

Scan both & add it to your correspondence to ebay,.

Unfortunately special delivery postage rate is the same between 100g up to 500g so price paid would be the same whether it was there or not

postage rate is the same yes - but the weights are significantly different. in an item like this over 160g weight difference is a lot

We can allow up to 20-30g for packaging differences - but 160g is a long way off that....

How do i gain access to what was written on the postage receipt? Royal mail told me they do not have this information - but would the post office hold this information?

Why would the police not get involved in this, surely its theft by deception?

The police will see this as a civil matter, tit for tat, and will not get involved, Im not saying dont try, Im just saying I wouldnt expect any help.

Because unfortunately that would break data protection laws. Identifying an individual to a 3rd party by data held on a database is a no go area. name + address = no. Some information is allowed, its the combination of information that makes things difficult.

You can ask the buyer for the info, but if they out to screw you, I doubt they will offer much help, sorry.
