Tiscali or Talktalk offers

Can you steer me to the better of these alternatives?
I'm currently on AOL (which TT now owns) 'Silver' for which I pay £17.99 a month. My 12 months has passed so I'm free to move elsewhere. I also have free w/e calls from TT/Onetel but still rent my line from BT - which geniunely costs me nothing extra.
TalkTalk looks great value (at 19.99 per month - is that correct?) since it is up to 8 Meg with a relatively generous limit of 40GB per month [what happens if you exceed that?]
Tiscali looks a great improvment on AOL and starts at the same price as I am now paying. It is also up to '8 Meg' and my postcode suggested I could acheive 6 Meg-8Meg on a good day (It would be the same whichever provider I went with of course). Their 'fair usage' restriction was well explained I found. I would keep my free w/e calls regardless if I did go with them.
As I see it, Talk Talk saves my BT line rental (for an extra £2 per month) and all I give up is the use of 1899 for making 01/02 calls in the week since they wouldn't like me doing that in future. My other slight concern is 0845 (I don't call 0870!) calls - are they made much dearer than BT (as you lose the BT dial out option when you switch line provider)?
And what sort of web-interface or browser do you get with the likes of TalkTalk (same as AOL?) and Tiscali
[Thanks in advance for any of your comments on this]
