Is my son still right to ignore this, as it seems to be getting serious now and he's concerned it will affect his credit rating if he gets taken to court.
It is not getting serious, this is just an example of another scary threatogram. You should all just be playing snap with these well-known letters by now!

It will not go to Small Claims Court at all. Only just over 20 cases were won in Small claims by all PPCs last year and that includes cases where the person didn't show up, resulting in a default win. That is out of hundreds of thousands of fake PCNs issued. It's all about the threatograms, but it's all junk mail.
When dealing with "tickets" from private parking companies (PPCs) our advice for tickets received up until the end of September is to ignore them.

Has there been some sort of change in legislation? This post sort of insinuates not to ignore tickets after the end of september.

No, you can still ignore tickets after the end of September, but useful to know that the RK can be targeted instead of the driver (some might argue that this has always been the case!).
It doesn't make the tickets any more enforceable than before (i.e. not at all).Je Suis Cecil.0
