I would put in an official request for a review of the decision. I would also get an advisor of some sort (CAB or housing etc) to phone social fund with you and see if it can be sorted on your current grant application.

not sure if anyone has said, but I think there is a rule that if refused you cant reclaim for the same items within a set period (six months?). Housing should not tell people that they will get CCG's as it is not a guaranteed entitlement.

The community care grant rules are about 'having lived an unsettled life' and you can add in to your claim letters from housing etc. to support this. If you have a housing support worker then they may have access to charitable grants. I make grant applications for people using a charities directory. it sometimes takes months but can be worth the effort.
