Where to buy a basic laptop

To your last question, probably yes, although some are "more equal than others"!
As its for your Mum, I would go to somewhere which has a reputation for good service, and perhaps good warranty tradition. most online stores will do next day delivery.
JL has an excellent reputation for service plus they are giving a two year warranty on most items. PCWorld is an obvious choice, but their post sales support can be problematic. I have found my local Staples better than PCW. Amazon can do next day delivery and their post sales support is also good.
In terms of which make, avoid the very cheapest end, makes like Advent/Pachard Bell, are more troublesome than others - I have found Samsungs excellent, in fact have yet to have a problem with any that we have supplied.0
