To NPB or not?

Hi All
Just after some opinions. I accepted an offer on a Buy It Now item last week for £60.00, less than an hour later the guy e-mailed to tell me that he didn't want the item as ebay had cancelled the item that he had bought to go with it so he had no use for mine any longer.
My reply to him was to buy another one from there to go with mine. He said none were suitable for him. His cancelled item was a scalextric set, there are hundreds on there! He told me that he wasn't paying.
I waited a week and filed a NPB last night to which he replied with "Well Done!!!" I told him I wanted my £6 in fees back. Never mind the fact that non paying bidders should have the strike against them.
He has now offered to pay the £6 fee. Would you let him off and let him pay the fee or not?

What are your reasonings?
The way I see it is that he let me know quickly and apologised and has been good enough to offer the fees but his reason for not buying any more track is because the other track on ebay is not what he is looking for. There are hundreds if not thousands of track sets on there!
Does a cancelled item showed up on on a bidder list?0 -

I had a non payer and expected it to be shown on their feedback but it isn't. should be a right that we see this i think.
Mine stated,,"an unpaid item has been recorded on the buyer's account." but is that just for Ebay!0 -

Sorry, what I meant was, the buyer said that he won an auction which ebay later cancelled for some reason. I've done a search on all the items that the buyer has bid on and I can't see the item that he supposedly won. Does a listing that ebay cancel show up on search results?0 -
On a business account I would definitely agree. (Although a mutual cancellation would probably of been the best way).

Be thankful that they didn't respond to the NPB case. If they had, then they could of left you feedback and still not paid.0 -

I will add though that if I do decide to let him off the NPB, I shall cancel it via mutual request after his offer to pay the fees.0
