Civil Enforcement Ltd changing their letters?

Hey everyone!
I've been browsing this forum, particularly these parts regarding Civil Enforcement Ltd and their PPCs since last July when I got my first letter regarding my "urgent must pay now sooper-dooper 100% bindingly legal" fine. So I done my research and I ended up here, I read quite a few threads dating back over some years about people and their experiences. Like you'll all suggest, I totally ignored the letters, never gave them the satisfaction of any contact and I was just expecting to receive 7 or so letters from them.
So back in early July I received the first letter as expected from them, looking like:

And then mid August, 7 weeks after the original "offence" I was bumped up to the £150 "fine". I do however like their 14 day minimum time frame... 7 weeks, 14 days, it's all the same? So anyway, I received their new and improved version of letter 2:

And up until now it's been quiet, I'd been expecting the then follow up letters from Newlyn PLC, more to add to the collection I guess. Until today, I got a new letter from them. Unfortunately I don't have a scan, although I'll get one at work tomorrow, but for now I'll get a phone picture or two, see what you guys reckon. Personally, I think it's still utter bulls**t, but they're upping their means!
Anyway, here's the latest letter I've got, 3 pages. If you want a high res copy to read (not sure if you'll be able to currently) or a scan, I'll get one tomorrow.

So, do I carry on ignoring as I am?

Nothing to worry about Harry- just a case of same sh*t, different letter! Just a rehashed version of the same old nonsense they all put out. Three lots of toilet paper all at once- you lucky boy!
Worth uploading to add to the collection though. I will read the Administration of Justice Act to see if there's any chance they could be breaking the law using purported official forms and a purported official logo, though I expect they've taken advice so we wouldn't be that lucky.
Anyway, just carry on ignoring.0 -
Ahh I thought as much, especially seeing their signature, signing off the letter "Yours faithfully, A Debt Collection Team".
I'll get a scan of the letters tomorrow if they need adding to the list of letters being sent out.0 -
Why do they use so much of the letter to dive into the hypothetical situation of winning a court case, and the options if they do, rather than concentrating on the matter in hand?
Oh yes, it's because they're bullying scamsters, who don't actually have a case to set out, so sped their time making stupid threats. Can you imagine any reputable company using so much of an invoice/reminder rambling on about such hypothetical situation?0 -
Then saying "if you don't pay, we will see you in court" is as much of a threat as "If you don't pay this "debt" we will break into your house, steal your pets, plant evidence that you are a terrorist and call the cops."0

I too have just received this type of fine and am wondering what to do. I see that everyone says ignore them but i am yet to see a post where someone actually says they have stopped receiving letters or the matter is closed. Help, what should I do? Surely there must be an appeal process?0

It's a very good reason why people say ignore, simply it works! Almost every regular on here have ignored multiple invoices from private parking companies. If you go back about 6 months you will see every person who has posted has ignored the invoice, otherwise they'd be back.
Don't get sucked into the bogus appeal process they proclaim to have, I can tell you the outcome now - refused ! We want your money ! And that is it, so don't waste your efforts on it. Please read the sticky threads in this section, watch all the watchdog videos by Ann Robinson and the BBC and take the advice given.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

Ok, I have ignored ALL the private parking invoices I have received and the letters have ALL stopped .

There is no appeal process because this isn't a real fine and does not come from an 'authority' it comes from a private scammer!
And your question was asked a few months ago on this thread by petal1 who declared ''One thing I notice from all the people on this thread who have advised ignoring, and on many others, no one has said "it is now X months/years since I ignored mine, and I have heard nothing yet".

...and petal1 was indeed shown some threads where it WAS later confirmed that 'nothing happened'. Took a lot of searching to find examples though - not because some people don't come back and say it - they do - but because the forum changes every single day. See my reply in post #24 on there where I did some digging on the forums to prove people DO sometimes take the time to confirm that 'nothing happened'.
And I can personally vouch that 'nothing happened' except the letters as shown in the top thread on here, when I got my fake PCN and when my niece got one, and when another Mum at school got one as well. That's 3 out of 3 that I personally can confirm, never mind all the thousands of posters on here who would have soon come back to post and moan if they'd been taken to Court!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Because of the time scale involved (the issuing of the various letters occupies a period of weeks or even months) people often forget when the last letter was and the thing usually just fizzles out; and that's why we don't get all that many "they gave up" type posts.
All the people who offer the principal advice on this subject speak from experience. I personally and through friends have told these scammers to get stuffed on over eighty occasions. All correspondence has ceased on all cases, and no further action was taken in a single case.
Although for beginners "ignore" is without a doubt the best advice since it cannot fail, I usually cut short the process by sending THEM a "letter before action" reminding them that liability under the Harassment Act requires only only two instances of harassment. That gets rid of them immediately. Unfortunately! I just love suing this scum.0 -
Seeing most who post here do so because they are unsure if these things are legit and some are panicking about the threats made by the PPC's! They may well come back when they get a new letter from a DCA again a little worried. However when it all goes quite as it does in 99.999999% of cases the panic is over so they don't come back.
It would be nice if everybody did come back and confirm that the ignore route is really the best option, and after the usual chain it just went away!
There are other ways of dealing with these companies but unless you know what you are doing, then ignoring them is the best option!0
