Should I leave negative feedback to a non payer

Why can't they?
I have just sold to a non payer who has 100% positive feedback but I have now noticed one of the comments is 'NO COMMUNICATION, NO PAYMENT, DO NOT TRUST THIS E BAYER.'
I couldn't understand why they gave the sale as positive but still wrote those comments....now I do!
Unfortunately the seller , if reported will get a warning strike on their seller dashboard which can seriously damage their account if they are a small seller. The remarks will also be removed and just the positive rating left.

I still don't understand why a Buyer who wins an auction but doesn't pay for the goods is immune to negative feedback.
In fact the Seller is penalized if he says any thing negative. Why? I am not a dodgy seller but this buyer has waisted my time and he doesn't even have the grace to reply to my messages!
Can I find out how many times he has done this before?0 -
But if you do a full NPB on them, it will limit what things they can buy and if they get a few of them they effectively ban themselves from Ebay.

Whenever you feel aggrieved at a non payer go and check your 'blocked' logs and see how many people have been blocked due to having 2 or more strikes. Thanks but what is a full NPB?
I understand it means Non Paying Bidder and have adjusted my seller preferences as soolin's link above. Is that all I can do?0 -

Why would anyone let the buyer off? I have put in a NPD claim(which I now assume is 'full') as that seems to be the only way to get your selling fees back.
