Targets might not exist on paper, written down anywhere, but I can bet if you are a CEO and didn't issue enough tickets you will be sacked. Not to mention some councils having reward systems for most tickets raised.0

Of course targets exist, they have private companies issuing council PCNs , they are not non profit organisations they exist to make money, its been proven a number of times that councils and thier contractors issue tickets to targets.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Get your facts right first please. I've been a PA/CEO for two authorities and both of them DO accept informal appeals and frequently let PCNs go. My OHs bro has clocked up several tickets with one of them and I even wrote the appeal myself for him to sign and send. Yes he even got a reply with the 50% discount reinstated on a couple and if I remember correctly another got canned completely.

I've never known any get the sack yet for lack of PCNs. I've known some get the sack for dishonesty though and taking the pee out of the job. They only got the sack then because they refused to admit they had done wrong and I had it from a very good source high up in the council that had they admitted their guilt and apologised their jobs would of been safe. The fact that they refused to admit wrong despite clear evidence of their doings, got them the sack. The authority lost its trust in them.
What authorities can do however, is change beats / patrol patterns to put staff in key areas at certain times of day rather than letting them loose on a large area where they then prowl the quiet areas. We did this where I worked and PCN numbers went up drastically.0 -

Ok, so you're a local authority. You've just gone decriminalised, you're new to the field of parking enforcement, have little idea of what you're doing and an external contractor offers to take the hassle away from you for a management fee. What would you do? - Pay out £thousands on staff training courses, trips away to other councils / Croydon parking HQ or let another company take it away in return for a slice of PCNs issued?
Also some authorities let it go due to financial cuts. They literally can't afford to man the parking enforcement team so they let an external group take over supervising it instead.
There is a bit more to it than most of you realise and no, PCN money doesn't go directly to the council. On-Street charges are supposed to go to the county councils traffic schemes and road repairs whilst the councils own car park PCN funds can be used by the council for other things.
While I agree to the public it looks like its all about money, behind the scenes there are all sorts of other logistical issues.
I regret ever doing the job to be honest so why on earth am I even bothering with this?

Tip of the iceberg for NSL it seems, based on the emails mentioned in the unfair dismissal tribunal from NSL management talking about planned 'disciplinary action' for lack of PCNs. Shocking and IMHO indefensible in this industry.

To Ted232, most people who go on pepipoo win their appeal in the end or the Council very often fold before adjudication on the matter.
Have you seen the CEO's notes with this alleged drawing of the wheel valves at the first viewing (there won't be a photo of the first time the car was seen). Are the CEO's notes/drawing altered at all?
Get over to pepipoo and start a new topic after registering and reading the FAQs 'how to post pictures'. You need to include in your first post, close-up photos of both sides of all documents (all small print but over the PCN number and car reg and your name/address). Start the new topic asap, and you will get help this weekend on there.
You must make sure the Council get your formal reps against the NTO on or before the 28 day period explained on the NTO.

Yes an excellent shout (NOT) ,the duty inspector over a wrongly issued PCN, !!!!!! ??...any idiot who thinks that is an appropriate course of action deserves to be up on a charge of wasting Police time !0 -
Question... I was issued a PCN for having moved my car and re-parked in the same place. The thing was that I parked in a two hour zone at 9:55 returned to my car at 11:45. I had not moved my car at all as I was physically at work the entire time. I did an informal appeal which was rejected. According to the "officer" he observed the valves of my tires in a different position. I obviously was nowhere near the car and it did not move the entire time. Can "officers" lie so blatantly?. So what can I do now?.

Funnily enough I knew someone who had the same thing returning within the time limit. Luckily the area was covered by CCTV when he viewed it, it turned out it was a plumber who needed to turn the water off and he was parked over the stop tap. So the plumber pushed the car forward!
Could be a similar thing happened here or as Trickywicky says another motorist nudged it up a bit!0 -

I said I don't know any who got the sack for it, not that I haven't heard of any. I've heard of the guy in that case but I don't KNOW him.
Yes it's definitely a downhill slide for NSL now and the external contractor experience in general. Problem with NSL is that they come from NCP and NCPs mentality isn't a good one. NCP do like positive customer feedback and experiences but they're more than happy to create bad feelings between them and their customers too with stupid rules, tariffs, PCCNs etc. They're more than happy to try and wind people up. When you consider that NSL demerged from NCP and have legitimate powers to bully and annoy people on street its only logical that they'd think they're untouchable and can bully staff over PCN issue rates. I suppose the short version of what I'm getting at is: They've brought it on themselves and just started the downfall of their own industry.

I may of missed something here about the location however it depends if there is even CCTV in the area. Most code 30 areas (Limited Waiting) are in side streets where there is no coverage and its rare to see it in a popular area near to a town centre so I'd be doubtful there is any.
As I've said previously, everyone is jumping the gun here. The CEO hasn't necessarily 'lied' but the car could have been nudged, the handbrake may of slipped etc.
What the op needs to find out is the original valve positions from the CEOs notes and then the enforcement valve positions. Are they the same relatively speaking in distance from the originals? - IE If they were 6/7 o clock, have they both moved around together to 9/10 o clock? - It's rare to see two valves still in alignment but at a different position so this would indicate the vehicle has been rolled.
Also be sure to try and find out if the CEO recorded the vehicle engine temperature at the time of enforcement. Hot/Warm would indicate recent activity / vehicle moving. Cold / none recorded would indicate no proof that its moved if the valves are still relative to each other.0
