Sorry! But the question you asked really was too open-ended to give a decent answer to. It's like asking, "What's the best TV programme?". There's no right answer that everyone will agree on.
I want my phone to double as my music player. ADC couldn't really care at all if his/her phone played music. So we'd have completely different 'best' phones.
But as for 'best' as in most reliable, feature-packed and not extortionate, maybe a Sony Ericsson K800i, or a Nokia N73?0 -

and while I'm on this subject why do BT offer so many options and hubs and this and that. What's wrong with offering a phone service where you pay for the number of minutes you use... instead of all the fancy plans they change every day.

My partner has the sony k800i its brilliant looks nice and is a nice size, good sound on it as well.So I just got myself one today under £200 with £25 credit. I like the fact you can use messenger very useful..0
