rewiring-is this quote ok?

hiWe have just moved house and have found out the electrics need completely redoing. We have had 3 quotes so far, one i discounted immediately because he turned up late and wasnt very nice. The other 2 were quite spread-one said the kitchen was probably ok because it was done recently and that he would just check it and let us know if there was problems.
The last guy suggested that things would need redoing everywhere and that all our sockets would need moved up to 450mm and light switches dropped to comply with disability discrimination (sockets currently on skirting boards which i know is a no no). Anyway, the full blurb of the quote is below and i would be grateful for comments.

We would ask for everything to be moved into the front room on right as you come in door .Tvs and computers etc would be better removed from house during work to avoid any dust at all . We will then complete that room when rest of house is finished.Please empty cupboards and box up glasses etc if you decide to go ahead.This would be an ideal time perhaps to get your bathroom done and I would be happy to work with Paul in house for any plumbing work , or even to get bathroom done at this time , Paul can price for a complete bathroom for you!

There may have to be a fan fitted in utility if there is a washing machine kept in there . If you decided to go ahead I would check the regulations and price accordingly if so , roughly £220 if we also have to duct it!
Points are priced at 60 at end of job we would count exactly how many and add or deduct from 60 at £40 each . We use volex points and thats why I give a 10 year guarantee!
Chrome plates , flatplate , dimmer switching would all be priced on request!
I know its a lot of money , and there will be cheaper prices. I am also not trying to persuade you , but I use the best guys and the best material because I like to do a quality job . I work with other tradesmen I can trust to call if there is a problem they will come and see you right away . You could save a chunk by not dropping ceilings just now and not installing downlights we priced it because its best option for least damage and best overall effect .
Please contact me for any more information , we can start on a weeks notice and we do ask a deposit of 40% to book a definate date to start work.

Firstly, I wouldn't be happy with a spark who wanted a 40% deposit before starting work - alarm bells ringing straight away there.
The comment about sockets needing to be 450mm high and lights lowered is rubbish. That only applies to new builds as far as I am aware. The rule for rewires is the sockets can't be lower than current and switches can't be higher. We've just had our house rewired and the sockets are probably around 300mm from the floor. Light switches are in same place as before. All signed off with building regs so must be OK!
Is there a reason why they want to drop 2 ceilings? Unless the ceilings have failed and are sagging, there's no reason why downlights can't be installed in current ceiling - sounds like he is trying to make the job easier for himself whilst making more money from you.
Our rewire cost £1600. this was for new consumer unit (wylex) new earth bonding, about 55 points (power, lights, outside lights, alarm point) smoke detectors, cooker circuit, under cabinet light circuits. This didn't include making good after as I can do that.0 -

The bits of Part M that he is trying it on with here only apply to new builds as has already been stated but also apply to complete refurbishments. A refurbishment is not the same as a rewire. He doesn't know his regs.

Dropping the celining is about having downlights. If there is insufficient space above the ceiling concerned to work or have the downlights fitted or there is insufficient ventilation for heat dissipation in operation then the only alternative is to drop the ceiling. He suggested not doing it to save client some money so he does have some idea what he is doing.

SOME local councils will insist that a rewire is 'substantially new' work and hence the part M regs (socket/switch heights) do apply. If Building control are getting involved for any reason, then worth checking this first as otherwise it will mean extra work0

This is Scotland, so Part M doesn't apply
No Part P in Scotland, no need for building regs (unless you are doing structural alterations)
The quote may be a bit dear- I usually charge from £2100 for a standard rewire. I don't do plastering, but know a guy that will be around the £250-£350 mark
A standard rewire is around this price and usaully inludes upto 19 items in the kitchen, and 3-5 items in each room, plus an outside light and 2 smoke detectors (more at extra cost is required)
I charge £35 per standard item supply and fit
As far as Volex goes- not my cup of tea, I use Hager stuff. Better quality and the sockets are safer (you need to apply equal pressure to all three pins to get the plug in, like you do when you insert a socket)
I would suggest you look for other prices

If you want spots you can fit Halers EvoLed (LED lights) that are fire rated into the ceiling. These maintan the fire integrity and run coolbaldly going on...0 -

I just had a quote for £2600 for a full house rewire and first & second fix in the new extension we are building.
Around about 55 electrical points including double plug sockets, lights, extractor fans, kitchen electrics (proper cooker circuit for example), and light switches. Also includes new 12 way consumer unit (Wylex).
Includes all the correct certifications and putting right of any damage that is done to walls / flooring etc.
Very happy with the quote and guy comes recommend and trusted by my mate who renovates houses for a living. I might of got a "mate rate" from him though.
He is not expecting anything upfront... £1600 after the house rewire is done, and then £1000 after the extension is done. Work is being phased.

My rewire cost £1600, and yes I visited the house whilst it was being done and the floorboards were still up - new cables were used!!
It was certified and have paperwork to prove!!
It all depends where in the country you are. Up here in Yorkshire, sparks are crying out for work. I got the work done just before xmas and I guess the spark wanted the extra cash in time for xmas.
We had three quotes, two were around the same price and one came back at over 3 grand - funnily enough, when he was walking round the house I got the impression he was a bit of a cowboy and didn't fully know the regs about rewires.

Hi, I just had my house fully rewired by a highly recomended company. This cost me £3500. It is a 3 bedroom victorian house. I had one light and one switch four double sockets in each room, new consumer unit, mains smoke alarm, brushed steel faceplates, all making good of the walls included as well. NICEIC electrical certificate for 10 years.
