Challenging a PCN - two questions

    Thanks for all help so far. Have written a polite letter to council with copy of ticket which was in force when PCN issued along with a copy of their own photo, showing the ticket reference number, with a closing request that they look reasonably on this 85 yr old, who clearly never attempted to evade payment. They'll get it tomorrow. Will keep you posted.....

    You will certainly win on adjudication, though obviously better to get it quashed now. Good luck appealing to the Council's better nature, SOME of them (O.K., T.W.? :D) make the PPCs look like philanthropists.

    Also try a bit of newspaper publicity- it's amazing how many of these "hard-luck" tickets get cancelled when the local paper gets involved and the Council risks looking bad in front of a wider audience... do that before they commit themselves to a decision.

    Also be sure to ask if the CEO has recorded the serial number from the back of the P&D ticket.

    They should of. If they haven't then the council may try to claim that you could of acquired the P&D ticket from another motorist (rare but I've heard of this being suggested). If that happens point out that its the CEOs duty to collect such evidence at the scene and if they've not noted the serial number then they're negligent and acting vexatiously. As long as the photos show a ticket on the dash they'll be stumped.

    Yep - the council's own photos clearly show the serial number, so we're covered on that particular score...

    Just a question, T.W. as it's your area of expertise, will the Council be able to confirm from the serial number whether the ticket was valid for the time the PCN was issued? And is there anything on the ticket to indicate which side has to be displayed?
