best PAYG mobile web, emails and low calls

Hi all
I have a PDA phone, which is excellent, however I'm with O2 PAYG at the mo and the gprs/mobile web has gone downhill. So I am looking for a new PAYG tariff.
I'm in the Royal Navy and my current job involves going away to various places around the country and world, 90% of the time this country.
Now I don't use the phone much, £10 usually last's me 3 months, text and talking. but I do want to use the mobile web more, as I find emailing my family a lot easier, when away, don't have to worry about timezones

I also like to use mobile web whilst shopping, so I can get a good price.
My usage is sporadic, as I can go a couple of weeks without using mobile web much, then use it alot for a day or so.
So I need a flexible provider and of course cheap!
I have thought about wifi hotspots, but they're only good in high population areas.
I've looked at orange, t-mobile, virgin and vodaphone, but trying to decipher tariff info from their websites is a nightmare.
