From my experience, I think if the FSA decide to take matters further (which might need a number of such cases so I recommend others in the same position do it) they will investigate what Carcraft are doing.

If they find it is widespread the FSA can force Carcraft to revisit rejected complaints. This will be VERY expensive for Carcraft (who ought to know the rules are being breached so I have little sympathy).

The FSA can force them to get somebody like me to do the work at Carcraft's expense. Essentially they appoint somebody who the FSA then approve. Carcraft must pay them and do what they say and they report to the FSA. This can be pretty lucrative work!
