Obviously they are using Phillips to give their scam an air of an Official PCN, which it isn't Phillips do have bailiffs, but if he tried to enforce without any court paperwork he would be in the doo doo, so best ignore, or even film the muppet and use it in your complaint.0

If a bailiff turns up at my home without a court order, I AM NOT legally obliged to answer door or let him/her in. My car cannot be clamped. If a court order is to be granted, I will be notifed in writing.
I can also pay the full £130 by cheque, but write on the rear of the cheque "paid under protest", then take County Parking to small claims court at a cost of £30.
If you look at my post above yours I did tell you this would happen. Consumer Direct have no more clue about this scam than CABs generally do. Stop wasting your time over a con and stop listening to a load of obvious rubbish, none of which will happen.
No-one is going to knock on your door over this scam - we are talking ignoring SOME LETTERS - that's all!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is a complex scam that IMPERSONATES AUTHORITY
And by God are you falling for it.
STOP !
Look more closely.
It is ALL FAKE .
If they could use Baliffs they would not mess about "tipping you off" in letters, they would go straight to court, get an order, turn up and take your goods.
Why have they not done that, but yet choose to make threats of it ?
Because it is a scam of impersonation.
Do not bite back.
The proven method to beat them is IGNORE.Hi, we’ve had to remove your signature. If you’re not sure why please read the forum rules or email the forum team if you’re still unsure - MSE ForumTeam0 -

What's the point of handing over money to someone who has no real claim to it, then spend lots and lots of time and money to get it back? If they want it, let them do the court bit. They won't, though.0 -
Think of it this way, the PPC will have to pay Phillips, unless it is no pay no fee, they aren't in their capacity as bailiffs here, so are as powerless as next door's hamster.
if they were silly enough to act as if they were, they could lose so much more, that even phillips will go away and bother some unfortunate with a REAL COUNCIL PCN where they are bailiffs, much much more money in it for them.0
