Low Water Pressure -HELP!

Hi. I live in a block of flats and this morning I have virtually no water in any of my taps, the shower is not giving out any water and if I flush the toilet it takes 30 minutes for it to refill and the water pressure drops down to 0. After 30 minutes, the pressure gauge goes goes back up to four, but if I turn a tap on it drops down. Does anyone know what would cause this? I'm not sure if my neighbours are having any problems?
