Hi my item hasn't arrived yet from the seller and its been 14 days since payment. I've been reading on ebay that they charge you this £15 charge, but the jacket cost £20 all in, so would I only get £5 back?

The £15 charge is from eBay's standard purchase protection, however firstly have you contacted the Seller? There may be a reason for the delay (particularly given the weather over the last couple of weeks).
Also how did you pay?
1. If by cheque seller may have waited for the cheque to clear before posting
2. If by Paypal you have the option to lodge a paypal dispute which if supported by Paypal they will try and reclaim your Money (only guaranteed if the auction shows the Buyer Protection logo)0 -
was the item being sent from UK or overseas...0

From memory Royal Mail don't classify an item as lost until 15 days but if you don't receive anything soon log into Paypal and click on resolution centre at the top and you can log a dispute0

So would I only end up getting £5 back if I appeal to ebay. It seems crazy that ebay can charge this as buyers would lose money through them. There is no need to run outside

if the item doesnt arrive...the seller should refund you, and claim from Royal Mail...assuming they have proof of posting...0

Ignore eBay,
Check the auction did it have a Paypal buyer protection logo underneath the Seller's details?
If you file a dispute with Paypal, then Paypal will request proof of delivery from the Seller.
If they can't provide you will get
1) (if includes Buyer Protection Logo) full refund
2) (without logo) full refund if funds available in Sellers Paypal account.
Note you can only make 2-3 claims per year (can't remember exact number)
Of course you only need to go down this route if Seller won't refund within the deadline for making a claim 45 (? - can't remember for certein) days0
