If you've made reasonable efforts, it's not your problem. They should make them sticky (but then they'd be able to issue less speculative invoices).

I received an invoice for a blown ticket in a local station car park, I am ignoring it.
Am I alone in thinking that there is an element of entrapment in this, proper council pay and displays generally give sticky tickets.

Not all the time. I personally know of two different council car parks here in the East Midlands that use non-sticky P&D tickets.

Councils that don't use sticky tickets are likely to be criticised by the adjudicator, especially if they use particularly thin and flimsy paper.

As others have said, some Councils do. We also see this issue with Council tickets though sometimes - but obviously they are different (real, and appealable).

The only train station 'parking ticket' to take seriously would be one that's not from Meteor or NCP, but from the Train Operator themselves and using the word 'penalty', threatening magistrates Court, etc. Northern Rail have been known to follow through on their real PCNs recently - but they are clearly headed as penalties and issued by them, rather than a private chancer. Easy to spot the difference.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry Vax, I've seen 2 Northern Rail penalties in the last couple of months that went to magistrate's court. The tickets and paperwork do differ from fake PPC bylaw sca.ms though

Yep, I was thinking of those 2 cases as well, they were on pepipoo. But only Northern Rail and as you say, the paperwork was different and issued as a penalty by the TOC themselves.
