Newlyn clamped car pls Help :(

Yesterday at about 7 oclock my partner went outside to find her car clamped!!! she came upstairs crying and i went down. After about five minutes a man appered and said my name and i said yes, he said i have clamped your car for unpayment of a parking fine? I said to him for one i dont know what your talking about and two thats not my car. He said its your name on the ownership to which i said i am the registerd keeper because im responsable for the tax as ive been using it since she had a miscarrage. He said got any proof its hers, thinking i was trying it on but she got her recipt and even showed him the money coming out on her bank statements, he said nah thats not proving nothing. So i said a parking fine cant be that much to which he said £800!!!! i said we are on a very low income and benifits we cant afford that cant i pay in weekly installments, he said no chance pay by 12pm next day or the cars going, this is when he held up the spare key and the v5 for the car that he must of got out the glovebox (car was left unlocked on drive as my partner had to carry the baby up and i had only just been dropped of by a friend. To cut a long story short he threatend to smash the window on the car with the baby and my partner in and to come in the house to take everything if i cant pay the full amount in cash. He also damaged the wheel of the car badly whith the clamp.
Today ive been cab very nice but not the biggest help, the police a great help to where i stand in law, the council who issued the ticket (say its nothing to do with them and im lying about not knowing anything about this, magistraits court (they say its not a fine with them so i need to talk to the council), Ive phoned newlyn (the lady said we dont get involved with our baliffs and slammed the phone down.
I really dont know what to do next, im lost and my partner is so ill and down because of this and were scared to go out, please someone help us please

You need to move the car away and hide it in a garage or some other place away from your house immediately. Also register here https://www.pepipoo.com and go to the council forum and place what you have said above in a new thread. Please do it quickly as you need the correct advice quickly. I agree about moving your car to a safe place.
If the clamp has damaged your car, you can take the guy to court (small claims). Remember to take photos (of the car and clamp)0 -
Thanks for the help so far, the car is well hidden away, also noticed a large bootprint on our front door when got home?
Hes also posted a note saying a £250 charge for cutting clamp which i didnt do (i have the photos)

This person is going beyond what he's allowed to do, you need to report this to the police, tell me how is he informing you what's he doing ? I have reported to police, hes texting my phone and he put a newlyn notice of sezure through the door today0

Well they can't do anything without a court order, you need to get this on pepipoo as quickly as you can, they will probably advise on 'bailiff advice online ' you pay them a tenner and they can help you a lot.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. ive kept all texts and its on pepipoo, also i sent him a text asking him to collect his clamp or i will charge storage
to which he emidiatly rang me swore a bit and said the police arnt the law and the car is now the property of the court so i have stolen it?

If true, it sounds like a council ticket which went unpaid, went though the courts, and Newlyn are acting as bailiffs to recover the debt for the council.0
